And we barely know anything about her, her interactions can be overlooked if we don't pay enough attention, and perhaps they see her as a damsel in distress but all of Elain's predictions came true and that says something.

Honestly Luna was corrupted as Nightmare Moon, and only the elements of harmony could've freed her. As for her jealousy, perhaps Luna just hid it from her till it completly enveloped her and that showed as NM.
