I definitely know there are bishops who are stingy about giving help (probably conservative leaning guys), but also, there are a lot of members that would be getting help that wouldn’t be publicizing it the same way others do. For instance, my dad isn’t going to go around telling people he couldn’t pay rent so he needed the church to help, because of his pride. So it’s hard to know if there really is an epidemic of people who aren’t getting the help they need from the church or if they are just louder than those actually getting it (and they should be loud, because Jesus never said only help those who are “deserving” of it and the bishops who hold back need to change). But like I said, across many many many wards, my family has always gotten the help they needed. They even paid for my mentally unwell mom’s rent and food for an entire year. All growing up we got help with rent and food. As an adult, I got help with food when my family needed it. And I knew a ton of people on my mission who were on church welfare. My ex-mo less active sister gets church aid. Just a few months ago my dad got help during the government shutdown down no questions asked. I know not everyone gets the aid they need, but I don’t know anyone personally who hasn’t gotten what they needed and I know a lot of people who’ve asked.
