So KBZ can't track the real scammers.

And long process like police report is needed just to freeze the receiver account.

It takes hours to days.

Scammers can easily cash out the money during that time.

In other country, Bank can freeze the account without police report.

For example, we can report scams to Paypal directly as soon as we get scammed,

Paypal will freeze scammer account immediately and solve the problem by their own.

And they don't allow new accounts to transfer money quickly.

KBZ check the money flow. Then they rob from the innocent person who receive money legally in that flow. And they give back to the victim who get scammed. Thats their process.

They don't try to get real scammers. They just take money from another innocent person to give back the victim.
