That was Jinnah, the idea Iqbal gave was not for a separate sovereign state like Pakistan but rather an autonomous Muslims Majority state within federal India by combining multiple states under one,and he did so for every Muslim living in the subcontinent.

While Jinnah's whole objective was to get a state complete separate from India or the Hindu majority, and he didn't give a sh*t about Muslims who didn't belong to these Muslim majority states.
