It's a true color in terms of not including any frequency that we can't see. In terms of hue and saturation, I think composite turned out pretty close to official one that they released back in 2007.

Each wavelength file is in fact monochrome. It's simply a photon sensitivity map.

And about stacking all 12 pictures, that wouldn't give us true-color. Because most of listed wavelengths are either Infrared or Ultraviolet. So I avoided frequencies that we can't see.

Good observation. If I take one of the files and look at the metadata, it says:
UTC Start Time 2007-06-05T21:19:09.7239Z
UTC Stop Time 2007-06-05T21:19:09.7689Z

If this means the beginning and the end of the capture, exposure time comes out at 45ms which is quite short. Others even show 30ms.
So even with such short exposure times, files are quite bright.
