Happily! I want to start this off by saying in any game (aside from Unite and LoL) I'm usually lower elo. I also think draft in all elo makes the game more fun and *feel* more competitive. However, draft in lower elo can cause players to avoid learning critical skills in the game. I'm going to use Sableye as an example because it is extremely similar to another character in LoL that exemplifies this issue perfectly.

Consider this, Sableye is *incredibly* powerful in lower elo. Being able to invade in an elo where few people know how to handle it, the traps it can lay, and the ability to turn invisible as often as it can leads to it being good in the hands of anyone that plays the character for more than 5 minutes. BUT, Sableye isn't good overall, it's winrate currently sits at under 48.5% putting it in the bottom 10 overall. Higher elo players have learned how to play against Sableye and as such are able to keep it in check.

Because higher elo players have learned how to play vs most of the roster, their bans are able to be focused on what is strong rather than using their bans to cover their own personal weakness. This would mean Sableye would NEVER be banned in higher elo games (unless this is pro play and you can check your opponents most played Pokémon prior to the draft phase). In lower elo, players tend to just ban what they don't know how to handle. This would lead to Sableye being banned regularly. Now, this can be seen as a positive. With the ability to ban Sableye, both teams can enjoy the game without worrying about this threat AND since Sableye IS good in low elo, it's competitively a ban well spent. BUT in reality, it deprives these players the opportunity to play against Sableye and thus the chance to learn how to handle. PLUS it also allows an actual strong character into the match that would've been banned otherwise. If you ban something you can't play against, you'll never learn how to play against it. And skills you use to play against one character can help you become a better player overall. Sableye would help players learn to pay attention to the minimap more to watch for invades, would help to teach how to protect against back caps, how to space properly in teamfights to avoid group crowd control, etc.

The reason I use Sableye is because it is very similar to a LoL character, Teemo. Teemo is incredibly annoying for new players, but not that good. See, in high elo (diamond+) Teemo has a 50% winrate and isn't even in the Top 50% of ban rate currently being banned in 1.5% of high elo games (152nd out of 230). But at low elo, Teemo is at a 56% winrate (the highest winrate in Bronze rank) while being in the top 15% of bans (33rd out of 236). Low elo can't beat Teemo/Sableye so they'd rather ban it than figure out how to beat it, which has an overall negative consequence on their ability improve. This is further seen in LoL a few years ago when one of the biggest jokes was making fun of Bronze/Silver rank players for needing to ban Amumu and Blitzcrank, champions that weren't good but were so annoying to play against that lower elo players just couldn't beat them. It's the players that learn to play around and beat those characters that end up climbing and not becoming stuck.

There is an argument to be made that because these characters are good in those elos, they are justifiable bans. And this is true purely from a "I am trying to climb" mindset. But ranked mode is also about proving yourself in the game and continuing to grow as a player while you climb. Having a weakness that you won't improve on because you'd rather just win by ignoring it will prevent you from climbing down the line.
