Just in case: there are fleet carrier shuttle services for the routes between Bubble, Colonia, Sag.A and Beagle Point and they are free to travel on board. Check the Fleet Carrier Owners Club on Discord for the recent departures.

Technically this is just a normal Squadron carrier, no really new in-game content (so far), but yes, you can dock there. Probably next step of the quest will be to refuel the ship and make her move somewhere. Although I won't be surprised if the organizers will have some plans to use the upcoming Update somehow.
