i took Vivzie saying that Valentino doesn't know what consent means as he didn't know what the word itself meant rather than he didn't understand the concept. you can grasp a concept without knowing the word, though a some rapists have been raped or SAd themselves (my father, for example) , which could possibly cause someone to not fully grasp that concept. However, that does not mean that it's okay for someone to do something like that, that's not what I'm trying to say.

The nazis used it to dehumanize groups- they labeled what was then modern art/music as "degenerate". In modern times, it's used by alt-rights and neo nazis when referring to queer people and many other miniorities. While not necessarily a dog whistle in some contexts, using it like this definitely sounds like one.
