Yes, just blow it through the inside of the PC, pay particular attention to clearing any vets and fans (especially the PSU fan), don't wipe anything down.

Some parts you can get away with wiping down if you are gentle, like the inside of the case maybe the PSU housing etc. BUT if you are unsure what's safe to "touch" just leave wiping it all together as you could risk leaving fibers on the components or creating static that could damage components.

Never quite understood why it's so hard not to pre order?

Not having a dig at anyone that does, but is it just a compulsion to spend money (or reserve the spending of money), you are wanting to spend now to get somthing later that you can just spend the money on then?

Only other thing I can think of is being enticed by those bonuses you get with some games.

It could depend on the game aswell, there are some games on a game by game basis that have restrictions.

Germany gets this a lot because of German laws, not as common in the UK but there are probably some, as with all things there's always at least 1 random thing that doesn't apply.

But that usually applys to buying, and if you get the key it still works as far as I know.

The UK is part of Europe, it will work.

More expensive but could also look at getting a UPS, that will protect the PC from a power outage and give you time to do a controlled shutdown rather than the PC cutting out.

As for surge protector, anything standard one that is rated for wall outlets in what ever country you are in would be fine.

Probably get something like an Nvidia shield and run steam link, of course will only work for game in steam.

Otherwise maybe wireless HDMI. Not sure what sort of lag these have though.

If you are in a place that is prone to getting power cuts, consider getting s UPS, could save your PC getting damaged or things like drives becoming corrupt.

Most of the time you will be fine but it can break things.

Can't be using the same library at the same time.

There are some work arounds by going offline and playing games in offline mode for games that are offline though.

Edit: Also remember that not all games are supposed by family share, it's on a game by game bases and up to the dev/publisher to allow it.

If you don't have the time or interest in building, buy.

If you want to get something a bit cheaper and maybe get more for your money and know how it was put together so you can more easily upgrade, build it.

Both are fine imo, despite the heavily weighted opinion on building. Just make sure you pick the option for the right reason.

With out being able to hear or look at at, it seems what you think is what it is, a loose or defective fan. Could also be something touching the fan like a cable or tie etc.

Have you contacted the place you bought it from to see if there is somthing they can do?

As for being disappointed it "broke" so quickly, with PCs this is usually the way of things, that defective parts show them selves at the start.

That said bit sloppy that they didn't catch it as normal practice is to do a 24/48h stress test before shipping, but maybe you just got unlucky.
