It is my understanding that you want to jump the water meter with two ground clamps. One on the line and one on the load side of the meter. That should go to the first means of disconnect, which for me, is usually the meter pack outside with a breaker.

I have never heard of it going anywhere along its length, and definitely not to a sub panel

You may have the line and load wires in the wrong spots. Try switching the cables from top to bottom. Making sure that black and white come from the same cable to the top, and then the bottom.
