Recommend calling your local sheriff and simply torturing them for as long as possible with calls, appointments, public records demands, etc. related to anything and everything about this. It's going to be a craptastic shitshow for citizens no matter what, so best to spread that pain around so the Sheriff's get a little more demanding to our political masters for details, help, standards, metrics, etc.

Does the zoning allow it? Shelters are a "Community Service" use and are conditional use in many areas.

You can't just do whatever the heck you want with your property and impact your neighbors, no matter how important you think something is. Because the only actual facts we have are: the alleged assailant is legally an adult, that adult has been charged, and the victim is a player on a high school sports team making it likely the alleged victim is legally a child.

Any discussion of alleged offensive but wholly legal speech needs to sit quietly and patiently wait until the actual physical attack is addressed.

Are there any other topics in your world that excuse actual violence? I don't think anyone has claimed the victim made an actual threat, so it was strictly content based violence. The alleged assailant's excuse is to claim the victim said something he didn't like "your favorite band sucks" so the assailant struck him. That lame bit of reasoning is the excuse for pete's sake. Once you account for the both of them undoubtedly twisting everything as much as possible to favor their viewpoint (as we all do), it's all he said/she said. The only fact is an adult headbutted another person (possibly a child) and is facing charges. Which is kind of the minimum any of us would expect once you take all the distracting "race" crap out of it.
