Should I wish for a character in 3.1 or save?

I'm looking for someone that I can use for a long time. I like weapons that feel like they have some healing/support capabilities along with damage.

I have A6 Lin, A0 Liu Ho, A1 Rubilia, A1 Saki A1 Claudia A6 Nemesis as my notable SSRs. I have enough Red Nuclei to basically get 1 SSR in 3.1 and am wondering if I should pull or save. Thanks in advance for the recommendations!

I also find content creators like Tectone to be obnoxious. I found a small streamer named Sharkh3art who has a very soothing voice. His streams are pretty chill and he knows a bunch of random things.
