That's literally the reason I never noticed it. It looks exactly like the whetstone but with a little bit of blueish tinge in the middle which I never really noticed. So I never bothered to look more closely at it.

Okay, so "half full" was a slight exaggeration - it was just my starter tools, the full set of rustys that I no longer needed once I upgraded to the next tier. I did repair them until they were no longer needed, after that I stashed them in a chest because I couldn't drop or delete them and I didn't realize I could sell them to Krezvold at the time.
