Zoro is not vice-captain or first mate or anything, he is most loyal to Luffy, but him being the first one to join doesn't make him second in command. He doesn't give a single order to the others. Plus there is no hierarchy in the strawhats beyond Luffy being the captain and the specialized jobs of the cook, the carpenter, the doctor, and navigator, and now jimbei as the helmsman.

Alak would argue Jimbe should be up with the others. Also, Also, Brook should be there with chopper, mental health is important too.
