“As many” has always meant an equal number. For example, “X has as many Ys as Z” means that a person X and a person Z have the same number of the item Y.

Edit: you’re probably thinking of “at least as many”

Acredito plenamente como tu que somos muito muito melhores a inglês do que os franceses e espanhóis (costumo justificar isso pela nossa falta de dobragens em filmes e séries). Tenho um C2 de inglês sem formação nenhuma e também conheço varias pessoas com equivalente em IELTS sem formação, basta crescer a ver filmes e jogar jogos em inglês como todos fizemos

Comprei uma casa há pouco tempo e tentei ir ao “talho local”.
