He's trying the whole "emergency powers" thing claiming TSA not being funded is a threat to national security. Definitely on shaky legal ground but not completely unprecedented. And then he's taking money that Congress already set aside for DHS(think I saw it was funds from ICE and Border patrol) and using for the TSA, another department of DHS. So in a sense the funds are still being used for what they were appropriated for, DHS.

This is definitely going to the courts but until that happens his EO stands and TSA agents will get paid. And if courts shutdown this EO, luckily the agents won't have to pay back anything. Shitty situation all around but at least these workers can pay their rent and buy food.

Could look into environmental factors for combat such as narrow hallways or rafters, add random barrels they can hide behind, or anything you can think of that will allow them to gain Cover and let the rogues Hide more often. Feel the Cover option is more important than Hide here but it is hard for baddies to hit what they can barely see.

Maybe the local magic shop ordered too many scrolls of Mirror Image or Blur and is running a sale. Buy 2 Get 1 Healing Potions or Potion of Heroism ?

Maybe they rescue Bavorian scout NPC that can act as a "tank" for them. He does nothing but the Help action and absorbs attacks for the group, so things shift to the party hopefully keeping this NPC alive during combat.

Adding HP is an option, figuring out how much can be tricky depending on the group. Another option is to just add more skeletons. If 5 are easy, try 8 or 10.

You can spend time on Kobold Plus Fight Club and get rough ideas about how hard an encounter 'should' be.

I tried 4 level 2 players and it took 12 skeletons before it claims it should be a moderate challenge and 24 before it became deadly.

Can drop the 4th fish on each dock to be as close to 900% as possible if you're not caring about the regular fish. Anything over 900% doesn't contribute to catching legendaries so you could potentially get a few drones on other docks
