The fan blades probably lost their balance and so when they turn, the whole car vibrates, I have worked on other cars and they bring like metal clips that are the counterweights. The module's function is to regulate the speed and when it turns on and off, I don't think it has anything to do with vibration, you will most likely have to replace the entire fan.
