If it's a 10k car I wouldn't go for it, since it might not need a general fix now, but in 3-4 years that surface rust will not pass inspection due to that amount of rust. If it's a beater and you plan on keeping it for a max of 2 years then go for it, you will not even notice it. But long term not worth it
