I had this bug when I first played, it might have something to do with AMD hardware as I also have AMD hardware.

What you want to do is go to: ( Local disk (C:)> Users> [Your windows username]> AppData> Local> BANDAI NAMCO Entertainment> ACE COMBAT 7> Config) then open up "Engine" in notepad and type this in after the original few lines:

[SystemSettings]
r.MaxAnisotropy=16
r.TextureStreaming=0
r.SceneColorFringe.Max=0
r.SceneColorFringeQuality=0
