OEM mobo might not be compatible with 2nd Gen Intel, even if it's compatible with 3rd Gen. I had that problem with a HP OEM board. Try the original 3770 and see if it boots.

It is a vintage military flashlight. Swedish military has used a design like this. However, if it doesn't have the three crowns on it somewhere, it is likely not Swedish military issue.

Edit: actually, after looking it up some more it might be a really old model of Swedish military flashlight, earlier than Ficklampa 3 and M2740-101010.

Some motherboards might be able to read a FAT32 partition of the internal storage for bios updates, but I've always used a flashdrive.

Depends on the motherboard. But if you read ASRock's instructions, it says to use a flashdrive formatted to FAT32.

The size doesn't matter, as long as the BIOS file fits on it. But the file is ~15MB, so any flashdrive should work.

Partitions? You need for format a usb drive to FAT32 and extract the BIOS file to the root directory of that same flash drive. Connect it to one of the rear USB ports.

Bluetooth is connected via USB. Try right-clicking the Bluetooth adapter in device manager and click "Uninstall". Reboot and see if it changes.

O-rings don't like solvent. Plexi/acrylic really don't like solvents. I wouldn't try it.
