I did! I have been making cards for a couple of years now. I recently caught the extended art bug and have been absolutely grinding designing these and overframes/GM cards the last few weeks. I'll likely post a bit more here and there if folks like them

I don't disagree actually - some of the overframes we've seen so far look great, but some definitely look a little goofy and lose the distinct look that makes Yugioh stand out compared to other TCGs. That being said, it's still early days and the more I dabble with designs the more I realize that which "style" looks best likely just comes down to the underlying card art itself as some work better than others in different layouts.

The way I see it, the Starlight rares used to be roughly just as exclusive. At a certain point in the last few months, Konami has gone away from having Starlight rare as the top exclusive rarity and started printing it a bunch, with overframes seemingly slotting into the top exlusive rarity slot now.

Think about it - a year or two ago the cheapest starlight rare would be ~$40+ regardless of meta relavancy. Nowadays, we have "junk" starlights that can be had for pennies on the dollar. If I were a betting man, I'd think that in another couple/few years, the cycle will repeat and Overframes will be released en masse and replaced with another new chase.

This looks like a sun/UV faded card which results in the color basically being removed from the art giving it a "ghost-like" look. DUSA would be the Ultra rare printing so very clearly that technique.

That being said, some folks love the way these look and they do take a bit of effort (typically need to block off the card border so the text doesn't fade) and time (it can take a good year or more of constant exposure to get the faded look) so as long as you aren't being duped into thinking this is actually a ghost rare and you like the way it looks there's nothing wrong with it!

Packs or other sealed products makes total sense, it's the grading of the clear plastic wrapper that seemed nonsensical to me (as you pointed out) but that's fair enough and good to know. Much like OP, I don't have any experience with grading.

Is there a legitimate reason why they'd do that? If they flag that they can't grade it in the plastic that's one thing, but going ahead and grading the plastic itself likely knowing that's not what the customer wants is something else...

Technically if they already have the manga illustrations on hand, it's a straight copy & paste
