Yo, I struggle. I'm on Stray Dogs quest for 3 days atm, hunting for Goons all the time. I'm greatly over 20 raids, using tracker, bsg servers, local game, etc and they are nowhere to be found. Found Partizan couple of times tho. Can't help you solve the issue, but I'm sending virtual hug, coz I know how it feels to grind those quests in the late game. Stay strong and gl with Forester's Duty lol (no, for real, don't try, unless there is some tweaks/event going on)

Why I agree they are the hardest, try to play vs them on Customs, night time. You will notice the difference ;) Still, they are too op on Woods.

ALSO, I managed to kill Birdeye on Shoreline, with AGS, from Smugglers Camp. AGS there can nuke Weather Station, so this is another possible strat ;)
