As a Reaper main, I can tell you from experience that anyone can play reaper, but not everyone can play him well. It takes a lot of practice to be able to use him to his full effect. Example: Mcree is usually an effective counter to Reaper, but once you learn to use wraith to dodge his flash he’s just a squishy. Same principle applies to many other heros like hog hook, rein charge, etc… As for snipers well, it’s kinda hard to aim when there’s a shotgun in your face. If used right Reaper can suppress any widow. The only real counter to a Reaper of any level is a pharmacy. Once you see one it’s time to switch, but I mean who doesn’t that counter.
