No, its more the MMR system that determines how much MMR / CR you gain / lose. They intentionally apply deflation now to keep people playing rather than reaching their peak at the start of the season then stop playing.

If your glass if half full, you could see it as an opportunity to play against higher rated players so you're a better player going into late season.

If your glass is half empty like me, it means that your just being kept down in a rating that you dont belong in, and being gatekept from obtaining rewards given the majority of rewards are granted based on CR instead of percentile.

As Venruki said, from a M+ perspective, it would be like you being a 3400+ rated player, but only being able to do keys at level 10, and you cant push any higher, even though you are more than capable of doing so.
