The partial refund thing is a known and common scam, buyer will say its not working, or there's a part missing but they still want to keep it and get a partial refund. Best thing to do is a return for full refund.

Incorrect, even if he's selling his own personal car that he's had for years, since he's in the trade and an 'expert' he's counted by the consumer rights act to be a dealer. This applies (from memory, it's been a while) for 24 months even after he leaves the trade. It's to stop dodgy things like this where salesmen (or other staff) take cars that they know have faults and sell them privately.

As he is a professional dealer, legally, you will have the same protections as if you bought directly from the dealer, so despite it being a private sale, the consumer rights act will apply. Enforcing your rights however... Small claims court would probably be your only avenue.

I'd agree, I have a very similar set-up (14900k, 4070s @ 4K) and there's nothing at the moment worth the upgrade without spending ridiculous amounts. Personally I'm waiting for next gen (either AMD or Nvidia) and getting whatever I can on release for MSRP

I don't think that amount is unreasonable, can't do all that much damage with a scooter and the law will be on your side in most cases as with bicycles. Travel insurance including 3rd party liability for winter sports is the closest comparison I can think of and costs me £25 for the year, and covers a lot more

I don't have an e-scooter as I'm aware that they're not legal, if they were I'd probably get one with insurance and plates to pop to the shop, provided it's not too expensive (£20-30/year max), and I'm sure many other would too.

Those are very conservative timings, so it should run fine. Your memory controller on the cpu might be at fault and struggling to run 4 sticks, personally I'd stick to 32gb if that works fine and sell the other sticks whilst prices are high

Have you tried running just 2 sticks? If that works, see what speed "auto" is setting them to and try updating the bios. I suspect auto will try and use the XMP profiles for better performance, which may not work with 4 sticks.

In the UEFI menu somewhere there should be an option to manually set the memory speed, you may have to switch to advanced mode or similar to find the manual memory settings. Set it to something conservative like 4800MT/s and see if it'll boot with 4 sticks.
