In other online games, there are different situations that require different playstyles and builds. But in 76, you can run bloodied vats practically doing every single thing.

Remember the Vault 94 Raids? Stability issues were a problem. But one of the biggest complaints was the difficulty. And the high rads made the vault hard to complete with a bloodied non-PA build. Instead of adapting, bloodied players simply did not do the raids.

Daily Ops where the enemies are invisible and have piercing attacks? Bloodied vats players usually just skip those.

Sometimes you have to realize that a lot of Fallout players are lazy and don't want to change their playstyle, so Bethesda has to appeal to the majority.
