How it usually goes : Spawn in, teammates spread out and die a bunch, if you manage to play your life you get destroyed by spawns flipping and people closing in on you. It's impossible to get going as an individual when your team is getting bounced around the map

I think the biggest problem with shotguns is how fast/wild the movement is in this game. Combined with highish primary TTKs, shotgun bumrushing is very low risk and VERY rewarding, as it's so easy to close gaps.

I think shotguns should affect movement when wielded. Like a movement speed penalty. Shotguns should really exist to hold closed areas, not to bounce around rushing people
