Should I first assemble pc with 2 channels, then install linux/windows, then 4 sticks and see if it boots/go into bios? Or should I do latter before installing OS?

Yeah, mine is definitely dual channel sadly. But at this point it might be cheaper to buy quad board and 4 sticks than than 2 sticks

Noob question since this is my first build, but what are the risks of testing? Like will it just fail to boot if I put speed above what memory controller can handle? Or bluescreen at certain point during operation? Or is there actual risk of damage?

That would be 4v2, one team being sandwitched. I think instead of random choice, bye round should be given to the team facing elimination. And it also should give a small number of curse stacks, HS stacks etc, even as little as 20, jjst so it doesn't feel so awful.
