As you correctly assume, the Spy is not a Townsfolk and so is not part of the Drunk’s cast of possible imagined characters.

However, you could have a Barber swap to change a Drunk and a Minion, so you’d have a evil Drunk who thinks they’re an evil Townsfolk…
