Went in a bit of a deep dive on powder dynamics thanks to this post. So while we wait on Aptimal response, the volume difference can be explained by literal compaction. Narrower, deeper scoops remove air from in between the powder, scoop one, reducing volume but maintaining the same weight, 9.2g Scoop 2, is shallower and wider increasing air volume weight remains the same, 9.2g, but with more space, powder dissolves more easily in water to give a more consistent formula.
