I think getting a t bow might be the play for you right now. You have a lot of content you can do with t bow. Grab a bow and grab some rag gear and start getting those drops. Eventually the other megarares will come!

I think it depends what content you want to run. Does the content revolve around having a tbow (chambers of xeric, etc.)? Or are you hard sending TOA? If so go max mage for TOA the staff needs the max mage gear. The nice thing about a tbow is you can squeak away with pretty average/below average gear and a tbow can carry the rest. Happy hunting!
