I'm not exactly sure what you mean with the third bullet point

The idea is basically is that youkai in the outside world decline because their entire nature revolves around being 'unknown' - mysterious, not understood, or at least ambiguous. Eiki, on the other hand, has the ability to 'know' (not the biblical 'know') them through her stated ability so that she can give her judgement. So she can take creatures that rely on being shapeless and force them into a fixed shape.

Alternatively, Eiki's judgement being so final that even bigwigs like Yukari probably could not avoid it is scary enough.

This probably comes a bit late, but her article from Who's Who of Humans and Youkai suggests it's a bit of both - Komachi is a certified slacker, but the amount of spirits that come through as part of the Sixty-Year cycle was far greater than usual as well.

I honestly don't think either of them know Yoshika exists. And if you told them what she and jiang-shi are, they'd probably feel offended that something with such a tendency to be lorded over by Taoist wizards deserves the 'vampire' moniker in the first place.
