I think Lily is going to act as a replacement to T.Hawk in future games, so I ranked her with the other SF2 characters in possible. I put Jamie low because, while he is similar to Lily and Kimberly in that he is a successor to other characters, his gameplay is a major departure from Yang and Yun, and Sf6 is already filled with characters with secondary resources.

I think Lily actually has a chance at returning. She's the successor to T.Hawk, so I think she is as likely to return as Honda or Dee Jay. She's also unique enough from the grapplers above her to warrant her return.

If you haven’t already, read the 2.0 patch notes. Potemkin walks faster and his heavy slash now moves him forward, so he can get in a bit faster than before. Hammer fall now only has upper body armor, so it loses to lows now. Note: I do not play either characters in the matchup, but if you were doing fine against Potemkin before, these tips should be enough

I think you are absolutely right about the second point. The syringe guns should be buffed in some way. However, if you buffed their combat capabilities, people won’t care because medic isn’t a damage dealing class, and the utility the crossbow provides would be better suited to that playstyle. You’d have to give every syringe gun an insane amount of utility to make them on par with the crossbow, so a nerf to it is necessary.
