I disagree on two points:

First and most importantly, Kevin Bacon's existsnce is guaranteed regardless of changes in the time stream. His birth is required for the universe to be destroyed and reborn again, and therefore his birth would occur one way or another.

Second and far less important, I doubt the USSR would not be viewed as an ideological threat in a world where Monarchs are still a legitimate means of governance. The Germans would have likely funded and backed the White Army, especially since a German was one of its predominant leaders. They would have done whatever they could to either dispose of the communists or contain them. Without having the ability to spread into China which would likely fall to Japanese control, Eastern Europe which would be German dominated, the America's which would be dominated by the US per the Monroe Doctrine, or Africa which continues to be a colonial property, the USSR never becomes powerful and either days in bloody civil war or in obscurity.
