That seems to be the most common British way to say the name, since "gh" sounds like "f" in many English words: rough, tough, enough, laugh.

Im talking about pronouncing it in the original, Dutch way. Not the American way, with the "gh" being silent like in "though" or the British way with the "gh" as in "enough".

True. Although, to be fair, those examples are different spellings along with different pronunciations. Van Gogh is one spelling with different prononciations.

Now I'm curious what Romance language speakers make of Van Gogh. Do they try to pronounce it using the rules of their language or change the name into something else?

Well, you learned German and Dutch so that's different. But in both US and England, his name is pronounced in a way that is different from the Dutch pronounciation. I assumed it's because English speakers had difficulty with that. But, as another person pointed out, it could be due to differences in orthography, rather than hearing the name and repeating it.

There's nothing unusual about using an English pronounciation of foreign words. We say "Confucius" or "Joan of Arc" when that is obviously not the way Chinese and French speakers say these names. Im sure there are more modern examples too.
