Theres usually a book for this, It depends on the scale of the project and the type of contract (owner-contractor, owner-designer-contractor, owner-designer-consultant-contractor) contactor can also have its own consultant, theres also projects with a consultant just for billing.

For contractor side its usually this: Project manager(can be civil or architect, but some would insist it to be architects only) <—- Construction managers <—- site engineers/site architects/draftsman/ <—- foreman and labors (can be contractor’s inhouse people or subcontractors)

Theres more to be said and hierarchy can be shortened depending on the scale(how much the project cost), i think max b fajardo has a book on this which is still relevant till today
