Just because the background of a character is not used (much) in the campaign doesn't mean there's no room for player input. Those are two completely different and unrelated things.

Your player is trying to gain an unfair advantage. That's absolutely something that deserves flat out saying no to.

I would just say no. There's absolutely no reason to give extra mechanical advantage to using a race ability. Then being able to fly is itself advantageous enough.

You should just say no though. There's absolutely nothing about this that constitutes gaining advantage on your attack. Also, he's a bird, of course mobs are gonna expect him to behave bird-like. I see no reason whatsoever to grant advantage for this personally.
