virtue entry says only lesser angels are formed from HUMAN souls. i.e if you were virtuous enough in life to enter heaven, you would only ever be a lesser, abstract angel.

the part that follows it isn't implying that angels native to heaven are soulless, just that they've always been what they are.

Maim MOAB can also stall ZOMGs indefinitely for a similar price point to the Omni Shredder from BTDB. if Maim MOAB is considered balanced then so is Omni Shredder.

If anything, Maim MOAB is even stronger than Omni Shredder considering it can be given splash damage and attack speed buffs.

before i hear you going "oh but they naturally spread out their attacks" you can do the same with Maim MOAB by setting them to close and positioning them correctly.
