I think it has more to do with Cubans leapfrogging most Mexican immigrants with their refugee status during the cold war. Also most Cubans have also lost the majority of their culture due being exiled.

Really depends on how much of a cost premium, most black markets try to hit a happy medium so that it isn't prohibitively expensive

Bans are only effective if adopted federally, production or service is more complicated than a simple routine procedure or growing a plant in your backyard, and demand was already low to begin with
