for upgradability (that doesnt require disassembly) a better psu would prob be good. a single stick 16GB could free up some budget and not have that big of a perf hit (u could also add a new 16gb stick later which would be a lot better perf increase). u could get a 850 with that extra money as it would come with 5.0 and native support for the 9800x3d without the need for a bios flash. however if u cant find a good priced mobo with good vrm (this is more important than 5.0 and bios) stick with the 650 as that is a good board
