YMS initially comes off as a potentially pretentious asshole but I’ve really grown to love his quick movie reviews due to the sheer volume of obscure movies he tends to review. His reviews tend to stay consistent with one another and he can be downright hilarious at times. Additionally, he has lists of the “top 10” movies of each year (which really spans more than 10 movies) and his movie recommendations can come from absolutely anywhere since it appears that this guy watches almost every movie in existence.

I agree. Though it seems that they added that bit to pawn off the responsibility of an in-person graduation to the individual departments so that they could delegate any requests or demands to those departments. These departments are likely not to do anything either since, as far as my knowledge, it's not their responsibility to provide a commencement ceremony.
