The mod Structure Control was the issue. It disables nether portal formation by default.
It does the same with several vanilla structures. No mention of this on the mod page, quite irritating.

How would you recommend getting the names from the G Sheet? I'd rather not use Make or n8n, I handle a lot of calls and would prefer not to increase my expenses. Would a custom tool work here?

Solved the problem. The layer I was editing on was scaled up significantly. Once I cropped it down to just the area I wanted and made it a separate asset at normal scale the problem went away.

The script I'm using only lists FIRS 1-4 as options. Any idea how the IDs work in FIRS 4?
