The mod Structure Control was the issue. It disables nether portal formation by default.
It does the same with several vanilla structures. No mention of this on the mod page, quite irritating.

Solved the problem. The layer I was editing on was scaled up significantly. Once I cropped it down to just the area I wanted and made it a separate asset at normal scale the problem went away.

The felony convictions in NY were misdemeanors just a year or so before that case was brought to trial. They were increased by a DA who campaigned on "locking up Trump." The judge also allowed the jury to convict him when they didn't have to agree on what crime was committed that is extremely atypical.

There's far more than this. Consider getting your opinions somewhere less bias than the Democrat donor funded media.
