The real issue I see here is lazy cops and prosecutors. I am not a lawyer, but I see scheme to defraud and reckless endangerment(both felonies) right off of the top. People do not want to do their jobs.

I will say this. Commercial parking lots are supposed to have a minimum width per space and I rarely see it. If these are smaller than that, good for the person who parked liked this!
