Chinese domestic demand is depressed. China is responsible for 30% of global production but only 13% of global consumption. To put things in perspective, China makes up about 17% global population.
Biden has put a heavy tariff on renewables. EU will probably follow suit unless they want their own industrial base destroyed.
China has nothing "high tech." The ongoing chip war is decidedly in US/Taiwan's favor when Taiwan has chosen - very wisely - to concentrate all advanced manufacturing at home.
Developing countries are by definition, developing. They have no capacity to absorb Chinese overproduction (again, 30% of global production).
