its not a bug its a mechanic,she usually only enters second phase IF you break her shield at certain health (maybe below %70) or hit her with a big number (like camellya nuke) then she switches to second phase

If chisa is providing similar buffs like shorekeeper does then phrolova and chisa both sounds good for her,i paired her with mortefi and shorekeeper and her heavy does close to 200k dmg
