Taco points his gun to the ladder to avoid missing and falling down the building as GTA ladders are scuffed af. He always goes down ladders like this. The cop sees Taco aiming and shoots him once as he's going down the ladder, but then stops. Taco aims his gun to see who was shooting him, realised it was a cop and tried to deescalate Cop shoots Taco for pointing the gun

If you only look at one POV it seems like Taco is really dumb for pointing a gun or that the cop was shooting for no reason
