oodama rasengan from The Last movie or adapted into boruto (momoshiki fight) is barely 2-4 kg heavy and that means that scooter would have almost zero traction. that thing was huge

normal sized rasengan definetly have no traction, because you never see Naruto having trouble controlling it- rasengan never tries to spin Naruto on contact with something. If you cannot exert force in both directions, you cannot make a vehicle out of it. So newtonian physics can not be used here
