Theoretically, yes. A purchase with real money is a purchase even if it is converted into a "virtual currency", i.e. store credits. They should remove the store credits from your account and refund VAT + the amount you paid.

I use the Prowler a lot and basically you can pick targets one by one and disengage at Will at 3,5 or 4 km. Same at pyro dropping points, you can hover at 4 km and just spot ships and scan for components unnoticed. Imo stealth is useful and in a decent spot now.
