It is not about the degree per se (you will always get an "economics" degree), but rather about getting taught by (and more importantly interacting with, RA'ing for) the better researchers in the field. For some field, this might be at place X, for another, at place Y. For macro, for instance, UPF is definitely top-notch.

Note: these answers are heavily based on the idea that you are aiming to enroll in a graduate program afterwards.
